Talk to us →About Dabakir
Dabakir is a Sudanese firm specialising in economic development. We combine deep knowledge of Sudan with delivery standards that meet international benchmarks.
Our team brings experience from the private sector, programme implementation, the UN, and bilateral donors, having managed portfolios and programmes in the tens of millions of dollars. This breadth of experience provides a well-rounded understanding of how programmes are designed, delivered, and managed, helping us bridge perspectives and deliver practical, context-informed advice.
Our Team
How We Deliver
01
We invest seriously in understanding the problem before prescribing solutions. Context-blind design is a primary cause of programme failure.
02
We view economic development through a systems lens: how markets function, what constrains them, and what structural changes produce sustainable outcomes.
03
MEL is not a reporting function. It is a tool for generating knowledge and improving performance. We build learning cultures into the programmes we support.
04
Rigid approaches are poorly suited to complex, fragile contexts. We build feedback loops and review points as standard practice.
05
We prioritise building local capacity and working through local systems.
06
We analyse the conflict context, anticipate unintended consequences, and design programmes that do no harm, and actively contribute to cooperation and social cohesion.

Rigorous analysis of economic systems, value chains, markets, and enabling environments to inform programming. This includes value chain analysis; market systems diagnostics, mapping of actors and binding constraints; private sector landscaping; and political economy analysis.
Facilitating effective engagement between the development sector and private sector actors. This includes identifying market actors; structuring partnership models (co-investment arrangements, output-based contracts and public-private partnerships), and contributing to localising the aid procurement.
Technical support to design programmes including developing theories of change; structuring implementation arrangements; facilitating stakeholder consultations; and developing interventions informed by local needs.
End-to-end support covering the full cycle: assessing partners and proposed activities before award; ensuring compliance with donor requirements; identifying and managing risks; and monitoring implementation against budgets and workplans, with actionable advice at each stage to keep grants on track.
Design and delivery of MEL frameworks, systems, and studies with learning treated as a focus area to inform programme and portfolio. This includes conducting baseline, midline, and endline studies; facilitating reflection moments and adaptive strategies; third party monitoring; and sector-wide learning products.
Embedded or periodic advisory support to donors, governments, and implementing organisations navigating Sudan. This includes advising on policy and direction level, as well as programme quality. This also includes policy analysis and advisory on economic and social policy, including budget reviews, tax incidence analyses, cost-benefit models for public investments, equity evaluations of public services, and actionable recommendations to enhance service delivery and access.
