Dabakir is a Sudanese development consulting firm, combining deep contextual knowledge of Sudan with delivery standards that meet international benchmarks.
‘Dabakir’ takes its name from the large traditional trays used across Sudan to serve and share food, in celebration and in hardship. They are symbols of resourcefulness, solidarity, and resilience, a spirit we try to bring to everything we do.
Our team brings experience from bilateral donors, research, the UN, implementation, and the private sector, having managed portfolios and programmes in the tens of millions of dollars. This breadth of experience, sitting on different sides of the table, helps us bridge perspectives and deliver practical, context-informed solutions.

Rigorous analysis of economic systems, value chains, markets, and enabling environments to inform programming. This includes value chain analysis; market systems diagnostics, mapping of actors and binding constraints; private sector landscaping; and political economy analysis.
We broker effective partnerships between the development sector and private sector actors. This includes identifying market actors; structuring and helping execute partnership models (co-investment arrangements, output-based contracts and public-private partnerships), and contributing directly to localising aid procurement.
We design programmes end-to-end, including developing theories of change; structuring implementation arrangements; leading stakeholder consultations; and shaping interventions grounded in local needs.
We manage grants end-to-end: assessing partners and proposed activities before award; ensuring compliance with donor requirements; identifying and managing risks; and monitoring implementation against budgets and workplans, with actionable advice at each stage to keep grants on track.
We design and deliver MEL frameworks, systems, and studies, treating learning as a discipline that shapes programme and portfolio decisions. This includes conducting baseline, midline, and endline studies; leading reflection moments and adaptive strategies; running third party monitoring; and producing sector-wide learning products.
Embedded or periodic advisory support to donors, governments, and implementing organisations navigating Sudan. This includes advising on policy and direction, as well as programme quality. This also includes policy analysis and advisory on economic and social policy, including budget reviews, cost-benefit models for public investments, equity evaluations of public services, and actionable recommendations to enhance service delivery and access.
